I have a few more points:

If you are sure that the pond liner is made to that effect. Do not use black plastic or a manufacturer of plastic - which lasts a few months at best.

I used a bowl raised with brick, but it was sunk. we have it by building a wall of concrete blocks in the way I wanted to drop the edges with an old carpet with a plastic pond, fill with water, plastic panel, but you make more blocks.

I will not repeat what everyone has said, like all good ideas, but if you fish in the pond with concrete NO. You get only the fish live for years. There are chemicals in the concrete that kill fish. It takes several years for concrete cured completely, and support for live fish. Therefore, a Pond Liner is the only way to go. I suggest not even break into any concrete floor, that fish can be exposed to chemicals covered.
